A free, local-first sitemap manager and audit tool. It works from a local snapshot of your website, lets you review changes before approving them, and generates XML and human-readable sitemap files without hammering the live server.
Most sitemap generators discover pages by crawling the live website. That is convenient, but it also means sending request after request to the server.
This one takes a deliberately different approach. It was built after a sitemap crawler managed to get the developer's own IP address blocked from his own site. Offline Sitemap Manager examines a local copy instead, so routine sitemap maintenance creates no crawler traffic on the live site.

New discoveries are candidates, not automatic additions. You decide what belongs in the approved sitemap.
Flags things such as broken or mismatched canonicals, noindex pages, unresolved links and missing approved pages.
Keeps a persistent approved baseline and supports repeat scans, historical audits and configurable lastmod behaviour.
The program imposes no subscription tier, monthly scan quota or artificial URL cap. Normal sitemap-protocol limits still apply.
Generated files go into a separate output folder for inspection. The program does not upload or overwrite your live site.

You need a local snapshot or export of your website. That is not an accidental omission: it is the reason the program can remain offline.
It is best suited to sites whose public pages can be represented by local files. Database-driven CMSs, hosted site builders and JavaScript-generated routes may need a separate exporter/helper in future. Such helpers would remain separate from the stable core application.
